Integrated Wastelands Development Programme (IWDP) HARIYALI

The scheme Integrated Wastelands Development Programme IWDP was first adopted w.e.f. 1.4.95 and subsequently revised in August 2001. To further simplify procedures and involve the Panchayat Raj Institutions PRIS, more meaningfully in planning, implementation and management of economic development activities in rural areas, the Guidelines for Hariyali were introduced w.e.f. 1.4.2003. The scheme is handled by the Department of Land Resources, Ministry of Rural Development, Government of India.

THE OBJECTIVES OF THE SCHEME.

a. Harvesting every drop of rainwater for purpose of Irrigation, plantations including horticulture and floriculture, pasture development, fisheries etc. to create sustainable sources of income for the village community as well as for drinking water supplies.

b. Ensuring overall development of Rural areas through the Gram Panchayats and creating regular sources of income for the Panchayats from rainwater harvesting.

c. Employment generation, poverty alleviation, community empowerment and development of human and other economic resources of the rural area.

d. Mitigating the adverse effects of extreme climate conditions such as drought and desertification on crops, human and livestock population for the overall improvement of rural areas. 

e. Restoring ecological balance by harnessing, conserving and developing natural resources i.e land, water, vegetative cover especially.

f. Encouraging village community towards sustained community action for the operation and maintenance of assets created and further development of the potential of the natural resources in the watershed.
g. Promoting use of simple, easy and affordable technological solutions institutional arrangements that make use of, and build upon, local technical knowledge and available materials.

Projects Sanctioned Under DRDA North 

Year 2003-2004

Year 2005-2006

Under IWDP Hariyali, one Project Proposal has been sanctioned by Govt of India, namely the Tuem Watershed Dev Project in Pernem Block in North Goa District covering an area of 5000 hacters at an estimated cost of Rs.3 crores.

During the year 2005-06 two projects proposals have been sanctioned by the Govt. of India, namely the Morjim Watershed Development Project covering an area of 1580 Hactres at an estimated cost of Rs. 94.80 lakhs in Pernem Block and the Saligao Watershed Development Project covering an area of 1340 Hectres at an estimated cost of Rs. 80.40 Lakhs in North Goa District.

The above mentioned project shall be shared by the Central and State Government in the ratio of Rs.5,500/- : Rs.500/- per hectre and accordingly, the instant project cost comprises of Central share Rs.275.00 lakhs and State share Rs.25.00 lakhs.

An amount of Rs 13.04 towards 1st installment of Central share has been received in respect of Morjim Watershed Project. Similarly an amount of Rs.11.06 towards 1st installment of Central share has been received in respect of Saligao Watershed Project.

Projects Sanctioned Under DRDA South

The Kola Watershed Dev Project in Canacona Block in South Goa District covering an area of 5000 Hactres at an estimated cost of Rs. 3 crores has been sanctioned by Government of India.

 

Similarly, the Codli camarkand Development Project in Sanguem Block in South Goa District covering an area of 2900 Hactres at an estimated cost of Rs. 1.74 Crores is under consideration of the Govt. of India. The Project Implementing Agency for the said Project is the Mineral Ore Foundation, Panaji, Goa.

An amount of Rs. 41.25 lakhs has been received as 1st Installment of Central Share for each district i.e. for North & South Goa Districts respectively. 

The Project Implementing Agency for the said Projects is the Goa State Council for Science and Technology Saligao, Bardez – Goa.

ORGANISATIONAL SET UP

The watershed development being multi discretionary integrated approach, the IWDP is implemented in the State with the involvement of various departments like Agriculture, Irrigation , Forest, Animal Husbandry and Fisheries. In order to have effective co-ordination policy making and monitoring, there is a State Level Committee under the chairmanship of Chief Secretary, IWDP. The Secretary, Rural Development will look after the implementation at State Level and Project Director, RDA at District Level.

PEOPLE’S PARTICIPATION

One of the most important features of IWDP is the involvement of local beneficiaries right from the planning to implementation of watershed development activities. For this purpose all beneficiaries from watershed area will be organized into Groups called User Groups. Also landless laborers and Non-Agricultural workers groups will be formed long with the women Self Help Groups.

Role of Panchayats
Role of Panchayats is crucial in implementing the watershed activities, required to implement the watershed satisfactorily. The village panchayats will play an active role in taking the scheme to the local people/villagers, upon which the peoples participation will increased.

Following activities are undertaken in the watershed area.

i) Development of small water harvesting structures such as low-cost farm ponds, nallah bunds, check dams, percolation tanks, crescent shape structures, water absorption trenches and other ground water recharge measures.
ii) Renovation and augmentation of water sources, desiltation of village tanks for drinking water/irrigation/fisheries development.
iii) Fisheries development in village ponds/tanks, farm ponds etc.
iv) Afforestation including block plantations, agro-forestry and horticultural development, shelterbelt plantations sand dune stabilization etc.
v) Pasture development either by itself or in conjunction with plantations.
vi) Promotion of dairy activities
vii) Bench terracing in hilly terrain, Nursery raising for fodder, timber, fuel wood horticulture and non-timber forest products species.
viii) Drainage the treatment with a combination of vegetative and engineering structures.
ix) Crops demonstration for popularizing new crops/Varieties or innovative management practices
x) Promotion and propagation of Non-Conventional energy saving devices, bio-fuel plantations, improved smoke less chulhas.
xi) Repairs, restoration and up-gradation of existing common property assets and structures in the watershed to obtain optimum & sustained benefits from previous public investment.
xii) Rejuvenation of abandoned wells for domestic use.
xiii) Maintenance of Natural spring.
xiv) Promotion of cashew, mango alongwith other minor fruits trees high & low quality timber wood tree, by supporting fencing and low cost water storage tank called as Jalkund designed by KVK,ICAR, Goa.
xv) Promotion of tree plantation in common land, along road, and premises of Govt. offices and school premises.
xvi) Promotion of Self Help Groups by providing the training and assistance in marketing the products.

Till date following watershed related works has been undertaken within the Tuem Watershed area under DRDA North.
